Why is the road being closed?

The road currently serves as a through-route for vehicular traffic through the center of campus, creating potential conflicts between vehicles and pedestrians. Closing the roadway will support a safer and more pedestrian-friendly campus.
Why is the university closing a road that has historically been used by the public?
The roadway was originally designed during a different era of campus use and traffic patterns. As UT Southern has grown and pedestrian activity has increased, the university has evaluated ways to improve safety, strengthen campus connectivity, and better align the campus environment with current and future needs. The closure is part of that long-term planning effort.
How was the decision to close Madison Street made?
The decision followed a comprehensive review of campus safety, pedestrian activity, and traffic patterns. UT Southern engaged Sain Associates, a Tennessee-based engineering and planning firm with offices in Pulaski, to conduct an independent traffic study of the area.
The study evaluated current traffic patterns, roadway usage, and the potential impact of closing Madison Street between 4th and 5th Streets. The findings indicated that the closure would not adversely affect local traffic flow and that alternate routes were readily available for motorists traveling through the area.
The results of the study were shared with the City of Pulaski, including the Mayor and Board of Aldermen, as part of the planning and review process. The closure reflects a collaborative effort to improve pedestrian safety while maintaining convenient access throughout the community.
Will traffic simply be shifted into nearby neighborhoods?
No. The traffic study evaluated surrounding roadway capacity and alternate travel routes. The analysis found that nearby streets are capable of accommodating traffic that currently travels through campus, and no significant adverse impacts to local traffic patterns are anticipated. The university will continue to work closely with city officials to monitor conditions following implementation.
